1711.83 EMERGENCY SITUATION.
   (a)   Whenever the City Manager or his designee finds that an emergency exists which requires immediate action to protect the public health, he or his designee may, without prior notice or hearing, issue an order reciting the existence of such an emergency and requiring that such action be taken as he deems necessary to meet the emergency.
   (b)   The total costs to abate such emergency may be certified with a proper description of the premises to the Hamilton County Auditor to be placed on the tax duplicate and collected as other taxes and returned to the City of Blue Ash. The City may also recover total costs in a civil action against the owners of record.
   (c)   Notice as set forth in Section 1711.82 shall be served on the owners of record, the holders of legal or equitable liens of record and the occupants of such premises in accordance with Section 1711.82(d) within forty-eight hours.
