1711.46 MISCELLANEOUS PROVISIONS.
   The following regulations are established and shall be followed by residents:
   (a)   Newspapers and magazines placed at curbside or the right-of-way edge shall be securely tied in bundles weighing not more than fifty (50) pounds.
   (b)   Loose trash placed for collection shall be placed in boxes, plastic bags, other approved containers, or tied in bundles, with no box, bag, container or bundle exceeding seventy (70) pounds.
   (c)   Tree limbs and branches placed for collection shall be cut to lengths of six (6) feet or less and tied in a bundle which can be picked up without undue force and without coming apart. All branches shall be placed in the same direction and shall not be mixed with trash, wire, leaf piles or other items.
   (d)   Leaves may be raked to the edge of the yard at the curb or pavement (so long as ditches or other storm drainage facilities are not impeded) during October 15 through December 15. At all other times, leaves shall be secured in bags or other permissible containers and placed with other refuse containers for regular refuse collection.
