Owners and/or operators of multiple dwellings shall be required to provide dumpster-type refuse containers on the premises of their multiple dwellings unless the City Manager or his/her authorized representative specifically approves otherwise. The number, size and location of refuse containers shall be prescribed by the City Manager or his/her authorized representative. Owners, operators and occupants of multiple dwellings shall be individually and collectively responsible and liable for assuring:
(a) That all garbage and refuse from their premises be placed in approved refuse containers; and
(b) That free and clear access to refuse containers on the premises be provided for City collection equipment (including a contractor's equipment performing on behalf of the City) at all times.
Owners and operators of multiple dwellings shall assure that all refuse containers on the premises be kept clean, sanitary, painted, in good working order and in their approved location(s) on a continuing basis.
