Every dwelling and every dwelling unit shall be supplied with at least the following sanitary facilities, which facilities shall be properly installed and maintained to function effectively on a continuing basis:
(a) A room within the dwelling unit, separate from the habitable rooms, which affords privacy and which is equipped with a water closet;
(b) A lavatory which is within or adjacent to the room with the water closet;
(c) A kitchen sink which is separate from and in addition to the lavatory; and
(d) A room within the dwelling unit which affords privacy and which is equipped with a bathtub or shower.
