Every person and legal entity owning, leasing, occupying or having charge of any premises shall keep such premises in such condition so as not to:
(a) Constitute blighting or deteriorating influence on other property; or
(b) Cause substantial diminution in the value of other property, resulting from:
(1) Debris located on such premises; or
(2) Failure to maintain such premises, including, without limitation, outside storage and exterior appearance.
