The responsibility for compliance with the provisions, standards and regulations of this chapter shall rest with individually and collectively the owner, operator and occupant of each dwelling, dwelling unit and residential premises within the City. The compliance responsibility shall begin with the effective date of the ordinance enacting this chapter and shall continue so long as the individual remains an owner, operator or occupant of a dwelling, dwelling unit or residential premises within the City.
