(a) Salaries, bonds and positions of employment of all appointed officials and employees, unless covered in the "Position Classification Plan and Merit Pay Plan", shall be as established by Council.
(b) The salaries, bonds and positions of employment shall remain in force as of the effective date of this codification and are hereby saved.
