(a) Elective officers shall be as established by the Ohio Revised Code or by municipal ordinance.
(b) The salaries and bonds of all elective officials shall be as established by Council. The salaries, bonds and positions of employment in force at the effective date of this codification shall remain in full force and are hereby saved.
