   113.03 PARKS AND RECREATIONAL FACILITIES.
   (a)   Fees. Fees for use of parks and recreation facilities, services and programs shall be established by Council resolution.
   (b)   Rules and Regulations. Rules and regulations governing the use of parks and recreation facilities, services and programs shall be established by the City Manager.
