A reasonable quantity of written copies of the text of proposed ordinances and resolutions shall be made available to the public at the meeting as well as in advance of the meeting to the extent feasible. Consistent with the Charter, proposed ordinances shall be read in full at the meeting. However, the Mayor may direct that proposed ordinances be read in full by an appointed person(s) in the rear of Council Chambers before passage. Proposed resolutions need not be read in full. Introduction of all legislation at the meeting shall be by the Clerk of Council by title only unless a majority of Council, by voice vote, determines it to be in the best interest of the City for the Clerk of Council to read the legislation in its entirety.
