111.04 CALLING MEETING TO ORDER.
   (a)    At the hour appointed for Council to meet, the Mayor, or in his/her absence, the Vice Mayor, shall take the Chair and call the members to order. The Clerk of Council shall then call the roll in alphabetical order and shall enter upon the minutes the names of members present.
   (b)    In the absence of a quorum at the hour of the meeting, the members may, by a majority vote of those present, take a recess of not more than one hour and direct that the absent members be contacted.
   (c)    In the absence of both the Mayor and the Vice Mayor, the Clerk of Council shall call the meeting to order. If a quorum of members be present, a majority may proceed to elect a Chair pro tempore for such meeting, or until the appearance of the Mayor or the Vice Mayor.
   (d)    Any member of Council called to the Chair may vote upon roll or other matters properly before Council.
