917.03 TRASH COLLECTION POLICY.
   (a)    Multiple Dwelling Containers. Owners and/or operators of multiple dwellings shall be required to provide dumpster-type refuse containers on the premises of their multiple dwellings unless the City Manager or his designee specifically approves otherwise. The number, size and location of refuse containers shall be prescribed by the City Manager or his designee. Owners, operators and occupants of multiple dwellings shall be individually and collectively responsible and liable for assuring:
      (1)    That all garbage and refuse from their premises be placed in approved refuse containers; and
      (2)    That free and clear access to refuse containers on the premises shall be provided for collection equipment at all times.
   Owners and operators of multiple dwellings shall assure that all refuse containers on the premises are kept clean, sanitary, painted, in good working order and in their approved location(s) on a continuing basis.
   (b)    Single Family Dwelling Containers. Single-family dwellings are provided one 96 gallon or 65 gallon lidded waste wheeler container suitable for automated collection of their refuse. This container shall remain with the household address if the occupant moves. The waste wheeler shall be the property of and shall be maintained by the waste removal company. The following standards and regulations shall govern unless an exception is approved by the City Manager or his designee:
      (1)    Waste wheeler containers shall be placed facing toward the roadway in an unobstructed manner for purposes of proper pickup by an automated collection truck.
      (2)    Containers shall be placed at the curb or right-of-way edge no earlier than 6:00 p.m. the day before and no later than 7:00 a.m. of the day of regular collection service and removed by 9:00 p.m. on the day of collection, except as otherwise approved by the City Manager or his designee.
      (3)    Occupants shall be responsible to assure that all garbage and refuse (except brush, limbs, bulk trash) remains within their containers until emptied by the collection service.
      (4)    Occupants shall assure that garbage and refuse containers are maintained in a clean and sanitary condition. The waste removal company shall replace any damaged or dilapidated waste wheeler it owns.
   (c)    Miscellaneous Provisions. The following regulations are established and shall be followed by residents:
      (1)    Additional trash containers provided by the household occupant shall not be larger than 45 gallons in size, and when filled shall not be heavier than 70 pounds in weight. Containers shall be sufficiently secure to preclude entrance by insects, rodents or the like and shall be sufficiently strong and closed to prevent opening by dogs or other animals.
      (2)    Additional items or materials to be removed shall be placed to the side of the contractor supplied waste wheeler. This material shall be placed in boxes, plastic bags, or tied in bundles, with no box, bag, container or bundle exceeding seventy (70) pounds.
      (3)    Tree limbs and brush shall be placed for disposal in accordance with the guidelines promulgated and distributed to its residents by the City.
      (4)    Refrigerators, air conditioners, and other appliances containing CFC (chlorinated fluorocarbons) will be removed by the City and properly disposed of. The property owner or occupant shall notify Blue Ash Service Facility of the appliance's presence and availability for removal. Appliances shall be placed at curb side or street's edge.
      (5)    All appliances and furniture including but not limited to dishwashers, dryers, sofas, chairs, televisions, hot water heaters, personal computer hardware, and mattresses may be placed at the curbside for removal but these items shall not be placed in such a fashion as to create a traffic hazard.
      (6)    Items to be picked up shall not include building materials (such as concrete, shingles, drywall, plywood, etc.) if the work is being performed by an outside contractor. It is the responsibility of any contractor, working within the City, to remove all trash and debris from their job site at their expense.
      (7)    All discarded wood, lumber, or other materials shall have nails removed or hammered flat and shall be stacked neatly and cut in lengths of six (6) feet or less.
      (8)    No rocks, concrete, or bricks shall be set out for collection. Residents may discard such items in designated open top containers located at the City of Blue Ash Service Facility during posted regular hours of operation.
      (9)    Only Blue Ash residents and other City authorized personnel shall be permitted to deposit household hazardous waste (paints, paint thinner, weed killer, insecticide etc.), brush, tires, and trash in designated areas at the City of Blue Ash Service Facility during posted regular hours of operation.
