905.14 STREET LIGHT REQUIREMENTS.
   (a)   Every person installing or constructing a street within the City shall install along public and private streets serving their project street lights at the same time generally that the streets, utilities and other public improvements serving the project are installed. As referenced in other sections of the Blue Ash Code of Ordinances, a plan for such street lights shall be submitted to the City for review and approval. Generally, street lights shall be 7,000 - 9,500 lumens underground served lamps placed on embedded aluminum poles up to 28 feet in height (or equivalent approved material) located approximately every 240 feet to 300 feet and as approved Cinergy and the City of Blue Ash. In industrial areas, street lights shall be 50,000 lumen lamps, placed approximately every 180 feet which must be approved by the City and Cinergy consistent with other related provisions set forth in the Blue Ash Code of Ordinances. In commercial areas, street lights shall be presented in a specific plan to be reviewed by the City and Cinergy consistent with the provisions set forth in related sections of the Blue Ash Code of Ordinances.

   (b)   Any street light or fixture which is not maintained or serviceable by Cinergy or another similar public utility shall not be accepted for maintenance and servicing by the City of Blue Ash. The developer and/or private property owner who is responsible for the installation of such fixtures or lights shall be responsible for the payment of all installation costs, maintenance costs and monthly utility fees. Any exceptions to these requirements must be reviewed and approved by the City and set forth in a formal written agreement with the developer/owner prior to the installation of such lighting or fixture.
   (c)   The placement, height and design of light fixtures should allow for easy access and replacement of lamps and lumenairs. The street lighting level should allow drivers to clearly distinguish the alignment of the road and quickly discern signs, traffic control devices, obstacles, pedestrians, and other vehicles. Intersections, pedestrian and bicycle crossings, and other potentially hazardous locations as well as curves, hills, and other areas with restricted visibility should be illuminated at a higher level than other sections of the street. Street poles should be located so they do not present an obstacle to pedestrians or a hazard to vehicles that may leave the roadway if a driver loses control. If a pole must be located where it could become an obstacle to vehicles, a breakaway type pole mounting should be used. Glare created by light fixtures should be minimized by the use of appropriate lumenairs that direct the light in a manner that will not interfere with the driver’s view or impact adjacent property owners.
