In addition to duties imposed by the Charter or hereinafter lawfully imposed by vote of Council, the Chair shall preserve decorum and shall decide all questions of order, subject to appeal, by any member of Council to Council. In the event of such an appeal, the sole question is: Shall the decision of the Chair stand as the decision of Council? When any member violates the rules of Council, the Chair, or any member, may call him/her to order, in which case the member so called shall take his/her seat unless permitted to explain his/her action(s) by majority vote of Council.
