713.02 ENFORCEMENT AND ISSUANCE OF LICENSE.

It shall be the duty and responsibility of the City Manager or his designee to administer the provisions of this chapter. Pursuant to this duty, the City Manager or his designee shall issue, renew, deny, suspend or revoke massage practitioner and massage establishment licenses as set forth in this chapter.
