Unless the context specifically and clearly indicates otherwise, the meaning of terms and phrases used in this Part shall be as follows:
Authority–the Blossburg Municipal Authority, a Pennsylvania municipal authority.
Borough–the Borough of Blossburg, Tioga County, Pennsylvania, a Pennsylva nia municipality, acting by and through its Council or authorized representatives.
Owner–any person vested with ownership, legal or equitable, sole or partial of any improved property.
Person–any individual, partnership, company, association, society, corporation, or other legal entity.
Plan–Water Use Restriction Plan under this Part.
Water supply system–all facilities, as of any particular time, for collection, pumping, transport, metering or connecting of water for private or public use.
