§ 14.404  ISSUANCE OF DRIVER’S LICENSE.
   The , upon consideration of the application and the reports attached thereto, shall approve or reject the application.
   (1)   If the application is rejected, the applicant may request a personal appearance before the Council to offer evidence why his or her application should be reconsidered.
   (2)   If the application is approved, the shall issue a license to the applicant which shall bear the name, signature and photograph of the applicant.
   (3)   Upon approval, such license shall be in effect for the remainder of the calendar year and must be renewed annually.
