No later than seven working days after the submission of a fully completed license application, the
shall accept or deny the license application in accordance with this Division R. If the application is denied, the
shall notify the applicant of the determination in writing. The written notice shall be mailed to the applicant at the address provided in the application and it shall inform the applicant of the applicant’s right, within 20 days of receipt of the notice by the applicant, to request an appeal of the
determination to the City Council. If an appeal to the City Council is timely received by the
