The purpose of this Division K of the city code is to prohibit businesses and services to the public except those licensed as and therapists pursuant to this Division K. The licensing regulations prescribed herein are necessary in order to prevent criminal activity and to protect the health and welfare of the community. The purpose of this Division K is not to impose restrictions or limitations on the freedom of protected speech or expression.
