Unless otherwise specifically noted herein, a violation of any provision of this Division A of the code shall be a misdemeanor under state law. In addition, the provisions of this Division A shall be subject to enforcement by administrative citations and subject to civil fines pursuant to the Administrative Mediation and Hearing Process set forth in Chapter 1, Article II of this code.
