A violation of any provision of this Division E or any lawful order of the Chief of Police or his or her designee shall be a petty misdemeanor under state law. If any section, subsection, sentence, clause or phrase of this Division E is for any reason held to be invalid, such decision shall not affect the validity of the remaining portions of this Division E. The City Council hereby declares that it would have adopted the ordinance in each section, subsection, sentence, clause or phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses, or phrases be declared invalid.
