§ 6.11 OPEN BURNING PROHIBITED EXCEPT BY PERMIT.
   (a)   No shall cause, allow, or permit within the city without first having obtained a permit therefor from the .
   (b)   No shall willfully burn or set fire to any grain, grass, growing crop, standing timber or any building, fixture, or appurtenance of real property within the city unless the has issued an permit.
   (c)   No shall negligently or carelessly set on fire or cause to be set on fire within the city any woods, prairie, grass, or other combustible material, whether on their own land or not, by means whereof the property of another shall be endangered; and no shall willfully allow any fire upon their own land to extend beyond the limits thereof.
   (d)   If an permit is required, the may condition the approval of the permit upon the applicant agreeing to employ the city Fire Department to stand by and guard such fire and to pay the fee determined by the based upon the quantity and type of required standby equipment and firefighters on any hourly basis, but in no event shall fewer than three firefighters be in attendance.
   (e)   The may limit an permit by location, time, and in such other manner as the may prescribe and shall be issued only under such circumstances as may be allowed by the air pollution regulations described in § 10.02(a) of this city code.
