Any contract for construction of a municipal building where the amount involved is more than $100,000 shall be approved by a vote of not less than five members of the City Council. The transfer of monies from one or more city funds to another city fund for the purpose of financing construction of any such building shall require the affirmative votes of at least five members of the City Council. The Council shall also establish a construction budget for any municipal project approved under this section.
