The City Manager shall have the authority to adopt regulations establishing standards and requirements regulating the type, location, size, material, number, the manner of placement and installation, and removal, of monuments, markers and plantings permitted within the City Cemetery. This authority shall include the power to prohibit the placement of new monuments. The regulations shall have the force and effect of law.
Fees for the setting of monuments and markers and for their removal shall be as designated by City Council resolution.
