(a) No interment shall be permitted in any lot in the City Cemetery until the requirements of all state statutes and city ordinances and regulations regarding interments have been met.
(b) The City Manager shall have the authority to adopt regulations establishing interment standards and requirements which shall have the force and effect of law.
(c) No scattering of cremains permitted.
