§ 4.12 SEVERABILITY.
   If any section, subsection, paragraph, sentence or clause of this Article I is held to be unconstitutional, the remaining portions shall remain valid and in force. The City Council hereby declares that it would have passed each section, subsection, sentence, paragraph and clause despite the finding of unconstitutionality of one or more of the sections, subsections, paragraphs, sentences or clauses.
