shall apply for the necessary permits, pay the permit fees and fulfill the remaining requirements necessary to bring itself into compliance with this Article IV for the actions it took in response to the

If the
becomes aware of an
regarding a
, the
shall attempt to contact the local representative of each
affected, or potentially affected, by the
. The
may take whatever action deemed necessary to respond to the
, the cost of which shall be borne by the
whose
occasioned the
.
Except in an
, any
who, without first having obtained the necessary permit,
or
a right-of-way must subsequently obtain a permit and as a penalty pay double the normal fee for the permit and shall deposit with the
the fees requested to correct any damage to the right-of-way and to comply with all of the requirements of this Article IV.
