It shall be the duty of the owner, as well as the occupant of any new or existing building, including individual manufactured (mobile) homes, within the city to post and maintain the assigned street address number in such a position or positions as to be conspicuous and legible from all public access roads during both the daylight and nighttime hours. The street address shall be assigned by the city.
