Whenever the streets and roadways of the city, by reason or deterioration, rain, snow or other climatic conditions will be seriously taxed or destroyed unless the use of vehicles thereon is prohibited or the permissible weights thereof reduced, the Public Works Department may prohibit the use of vehicles upon any such streets or impose restrictions as to the weight of vehicles to be operated thereon.
