§ 16.01 FINDINGS AND PURPOSE.
   This chapter is enacted to establish standards for the regulation of storm water management, detection and elimination, erosion control, and wetland protection in the city and to establish a storm water utility in order to protect the health, safety and welfare of the general public. The principal objectives of this chapter of city code are:
   (1)   To provide storm water management, detection and elimination, erosion control, and wetland protection consistent with and supplemental to the goals and strategies of the local surface water management plan and the city’s Storm Water Pollution Prevention Program (SWPPP); and
   (2)   To allow the assessment of just and reasonable charges for the use and availability of storm water management facilities.
