(a) Except as set forth in this Division C, no single-family

, mobile home or a unit in a multiple-family
located within the city may be voluntarily offered for

has first applied for and secured an evaluation prepared by an evaluator licensed under this Division C. The evaluation report must include an

(b) A valid

(c) If the structure is in compliance with requirements of this Division C, the
shall state that the structure has been inspected and is in conformance with this Division C. An
is valid for one year from the date of its issuance. The report is valid only for the owner listed on the report.
(d) No person shall offer for
by exhibiting or showing a
within the city without first having obtained an evaluator’s report and an inspection as described in this Division C. The
shall be conspicuously displayed for inspection at the premises at all times that such
