All applications for a license or registration under this Division Z must be signed and sworn to under oath. If the application is that of a natural
, it shall be signed and sworn to by such
; if that of a corporation, by an officer thereof; if that of a partnership, by one of the general partners; and if that of an unincorporated association, by the manager or managing officer thereof. All submitted applications shall be referred to the
for verification and investigation of the facts set forth therein. The
shall make the determination as to whether or not the applicant qualifies for a certificate of registration in lieu of licensing. Where it is determined that the applicant does not qualify for registration in lieu of licensing, upon the applicant’s payment of the difference between the registration fee and appropriate license fee, as well as the investigation fee, the application will be processed as a license application.
