9-2-2: WATER CONSERVATION AND CONTROL:
   A.   Automatic Mechanical Watering Device Restrictions: Except as otherwise provided herein, it shall be unlawful for any person, firm or corporation to use the public water supply at any time during the months of May through September for purposes of sprinkling or watering lawns, gardens and other outside vegetation by means of any automatic mechanical watering device, except:
      1.   For lots, tracts or parcels of land having odd numbered street addresses, except for units of government, commercial, industrial, manufacturing, or office buildings, and multi- family residential dwellings, such use of the public water supply will be permitted only on Monday, Wednesday and Saturday between the hours of five o'clock (5:00) A.M. and nine o'clock (9:00) A.M. or five o'clock (5:00) P.M. and nine o'clock (9:00) P.M.
      2.   For lots, tracts or parcels of land having even numbered street addresses, except for units of government, commercial, industrial, manufacturing, or office buildings and multi- family residential dwellings, such use of the public water supply will be permitted only on Tuesday, Thursday and Sunday between the hours of five o'clock (5:00) A.M. and nine o'clock (9:00) A.M. or five o'clock (5:00) P.M. and nine o'clock (9:00) P.M.
      3.   Notwithstanding subsections A1 and A2 of this section, it shall be lawful to use the public water supply for purposes of sprinkling or watering newly sodded or seeded lawns, gardens and other outside vegetation by means of automatic mechanical watering devices for a period not to exceed thirty (30) consecutive days between the hours of five o'clock (5:00) A.M. and nine o'clock (9:00) A.M. or five o'clock (5:00) P.M. and nine o'clock (9:00) P.M., daily, following the issuance of a watering permit as provided in subsection D of this section.
      4.   For units of government, commercial, industrial, manufacturing or office buildings and multi-family residential buildings, such use of the public water supply will be permitted only on Tuesday, Thursday and Sunday between the hours of five o'clock (5:00) A.M. and nine o'clock (9:00) A.M. or five o'clock (5:00) P.M. and nine o'clock (9:00) P.M.
   B.   Handheld Watering Device Restrictions:
      1.   The use of handheld watering devices is permitted without restriction for the purposes of sprinkling or watering lawns, gardens and other outside vegetation or washing cars, except:
         a.   For hoses left running while unattended or open ended hoses with no device designed to control the flow of water at the point of discharge.
         b.   For handheld devices that do not shut off automatically when the hose is set down for any length of time.
      2.   Usage of the public water supply in the manner described in subsections B1a and B1b of this section shall be unlawful. (Ord. 90-30, 5-14-1990)
   C.   Water Shortage Emergencies: Whenever, upon the advice of the Village Administrator and the Director of Public Works, the Village President determines that a water shortage is imminent, the Village President is hereby authorized to further restrict and limit the utilization of the public water supply for purposes of sprinkling and watering of lawns, gardens and other outside vegetation, including the power to ban such utilization for periods not to exceed thirty (30) days until such water shortage has been eliminated.
   D.   Watering Permit: Upon application duly made to the Village President and after approval by the Building Commissioner, the Village President is authorized to issue a watering permit for purposes of allowing sprinkling or watering of newly sodded or seeded lawns, gardens and other outside vegetation between the hours of five o'clock (5:00) A.M. and nine o'clock (9:00) A.M. or five o'clock (5:00) P.M. and nine o'clock (9:00) P.M., daily, for a period not to exceed thirty (30) days from the date of issuance.    E.   Penalties: Any person, firm or corporation violating the provisions of this section shall be subject to a fine of not less than twenty five dollars ($25.00) nor more than fifty dollars ($50.00) for the first offense, and not less than fifty dollars ($50.00) nor more than one hundred dollars ($100.00) for the second or succeeding offense.
