All dogs or cats found running at large upon the streets and public grounds of the municipality without a collar or harness are hereby declared a public nuisance. Uncollared dogs or cats found running at large may be impounded in the city’s veterinary clinic by municipal police officers. If such violations occur, a police officer may issue a citation.
