§ 90.15  DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   AT LARGE. Off the property of his or her owner, keeper or harborer, and not under the control of a competent person. A dog or cat shall be deemed to be under the control and in restraint within the meaning of this subchapter when it is controlled by leash, at “heel” beside a competent person and obedient to that person’s commands, on or within a vehicle being driven or parked on the streets or within the property lines of its owner, keeper or harborer.
   CAT. Intended to mean both male and female cats.
   DOG. Intended to mean both male and female dogs.
   KENNEL. Any maintenance of four or more dogs or cats in excess of six months of age, per family or residence. KENNELS shall be maintained only where zoning regulations permit; provided that, a fee fixed by resolution of the governing body shall be paid to the City Clerk for each kennel sought to be maintained.
   OWNER. Intended to mean any person or persons, firm, association or corporation owning, keeping, possessing or harboring a dog or cat or permitting a dog or cat to be or remain about his, her, or its premises for ten days or longer.
