The Municipal Sewer Department shall not supply sewer service to any person outside the corporate limits without special permission from the governing body; provided, the entire cost of laying mains and building sewer pipe shall be paid by the customer. Nothing herein shall be construed to obligate the municipality to provide sewer service to non-residents.
