(A) Fee charged. Customers of the Municipal Sewer Department shall be charged a fee for the use of the sewer service. Rates shall be set by resolution and shall be on file at the office of the Municipal Clerk for public inspection.
(B) Seasonal computation of usage fee. The monthly usage fee for sewer service users will be computed on the average water usage for the winter months of December, January and February, or for such portion of said winter months as may have been metered. For users not having an established usage for the winter months of December, January and February their usage shall be deemed to be the average usage for all customers during that same period.
(C) Schedule of fees. The total sewer service fee for each sewer service shall be the sum of two charges: service charge and usage fee:
(1) Service charge, per month: $15; and
(2) Usage fee, per 1,000 gallons of water used: $2.
