The city dump northwest of Bloomfield shall be closed from and after 1-1-1988 to all dumping of trash, refuse, garbage, animal matter or putrescible or hazardous waste. It shall be open to the dumping of tree limbs, grass clippings, leaves, branches, major appliances and construction debris. Persons dumping anything else therein after 1-1-1988 will be prosecuted under the laws of the state for littering.
