§ 35.31  APPROPRIATION BILL.
   The City Council shall adopt a budget statement pursuant to the state’s Budget Act, to be termed, “The Annual Appropriation Bill”, in which the Council may appropriate those sums of money as may be deemed necessary to defray all necessary expenses and liabilities of the city.
