A. This title applies to all private lands situated within the boundaries of the city and any public lands legally subject to its provisions.
B. The provisions of this title may be regarded as minimum requirements for the protection of the public health, safety, comfort, morals, convenience, prosperity and welfare.
C. This title is not intended to abrogate or annul any building permit, certificates of occupancy, or other lawful permit issued before the effective date hereof.
D. Wherever higher or more restrictive standards are established by the provisions of any other applicable statute, ordinance or regulation, the provisions of such other statute, ordinance or regulation shall apply. (Ord. 1978-1, 3-8-1978, as amended)
