The purpose of this chapter is to protect the health, safety and welfare of the city and its inhabitants by improving the city's stormwater system, managing and controlling stormwater runoff, protecting property, preventing unwanted waters from entering the city's water supply and other receiving waters, and establishing a viable and fair method of financing the construction, operation and maintenance of a stormwater system.
