It shall be unlawful for any person to operate a snowmobile upon a road or in an area either of which has been designated by the United States Forest Service or other Federal agency having jurisdiction over said land or the Blaine County Commissioners as closed to snowmobiling. Provided, however, that any person may operate a snowmobile upon a road or in an area designated by the United States Forest Service or other Federal agency or the Blaine County Commissioners as closed to snowmobiling if the snowmobile operator has obtained an access permit from the United States Forest Service or Blaine County Sheriff. Access permits will only be issued upon a showing of necessity for protection of property or persons. All designated roads and areas shall be posted with signs informing the public of a closure to snowmobiles; and said designation shall take effect upon the posting of said notices.
