No person or sled may be towed by any snowmobile upon any public road; provided, however, that a sled or trailer which is specifically designed for towing by a snowmobile may be towed under the provisions of this Chapter if such sled or trailer contains runners and is solidly attached to the pulling snowmobile by a steel tongue fastened solidly to the snowmobile and the sled or trailer; and provided further, that no such sled or trailer may be utilized unless equipped with sufficient warning lights to give warning of its presence.
