It is the purpose of the County to regulate the assemblage of large numbers of persons, in excess of those normally needing the health, sanitary, fire, police, transportation and utility services regularly provided in the County. The County intends to regulate these activities in order to protect the health, safety, and welfare of all persons in the County, residents and visitors alike. It is not the intent of the County to regulate assemblies in enclosed structures, government sponsored fairs, family celebrations or employee gatherings, which pose little or no risk to the public health, safety and welfare or where adequate safety and health measures are already in place.
