A. Reserved Utility Line: Where city owned utility lines that have been installed at the cost of a developer, landowner or the city to serve new development and where adjacent (usually opposite of the right of way) landowners may benefit by connecting to said utility lines for service, the adjacent landowner must pay, or reimburse the developer, landowner or city, a fair portion of the actual cost of the respective utility line extensions.
B. Planting Strips: Planting strips shall be required to be placed next to incompatible features such as highways, railroads, commercial or industrial uses to screen the view from residential properties. Such screening shall be a minimum of twenty feet (20') wide, and shall not be a part of the normal street right of way or utility easement. (2003 Code § 12-07-16)
