Dead end streets or cul-de-sacs, designed to be so permanently, shall not be longer than six hundred feet (600') and shall be provided at the closed end with a turnaround having an outside right of way radius of at least sixty two feet (62'). If a dead end street is of a temporary nature, a similar turnaround shall be provided and provision made for future extension of the street into the adjoining properties, including utility extensions terminated with a fire hydrant for water lines and a manhole for sanitary sewer lines and stormwater lines if appropriate.
