A component of a development agreement that sets forth the specific public improvements to be constructed in the subdivision, the manner and timing of the construction, duties and responsibilities of the developer, estimated costs of the improvements, performance guarantee, maintenance warranty and standards of construction must be accepted by the city council prior to start of construction.
