12-4-7: DEVELOPER'S COMPLIANCE:
Performance of the city's duties pursuant to a development agreement are expressly conditioned upon the developer's substantial compliance with each and every term, condition, provision and covenant of the agreement, and all applicable federal, state and local laws and regulations.
