12-4-6: LIMITATIONS ON LIABILITY:
Any breach of a development agreement by the city shall not give rise to monetary damages, but shall be enforceable only by resort to an action for specific performance. No provision of any development agreement that is contrary to law may be enforced. (2003 Code § 12-05-06)
