12-2-4: SUBMITTAL OF SUBDIVISION APPLICATION:
   A.   Intent: The documents submitted are intended to provide the approving authority with sufficient information and data to assure compliance with all municipal codes and specifications and ensure that the proposed development meets the design and improvement standards contained in this title.
   B.   Waiver May Be Permitted: Documents to be submitted are listed and described in this section. In specific cases and for documented reasons, the city engineer may waive the submission of a particular document. All documents must be submitted, unless waived in writing, before an application is accepted and processed.
   C.   Minor Subdivision: An application for a minor subdivision or subdivision shall include the following:
      1.   An application form, provided by the planning and building department, filled out completely and signed by the developer.
      2.   The names and addresses of the owners of real property within three hundred feet (300') of the exterior boundaries of the proposed subdivision.
      3.   Plans of the proposed minor subdivision or subdivision. The number of copies will be determined by the city engineer. In addition to the plans, six (6) reduced copies, eleven inches by seventeen inches (11" x 17") in dimension, shall be provided.
      4.   Plans submitted shall include the elements listed in table 1, "Subdivision Plan Elements", of this section.
      5.   Preliminary construction plans shall be submitted for all required improvements, including sanitary sewer, water supply, stormwater collection and disposal, streets, sidewalks and any other elements determined to be necessary during preliminary site plan review. Preliminary construction plans shall be prepared by a civil engineer licensed in the state. Listed elements may be waived, or additional items added by the city engineer at the preliminary site plan review. The waiving or the addition of elements to the plans shall be in writing and made a part of the site plan review report. A list of elements to be included on preliminary construction plans is found in table 2, "Preliminary Construction Plan Elements", of this section.
